It is only recently that legislation has permitted flexible community titling arrangements.  Prior to these legislative changes community title was not an option for large-scale flat land subdivisions.

Further, the management systems of community title are extremely useful in the current regulatory era. Today, local authorities are placing increasing demands on how land must be developed and the physical infrastructure that must be built. At the same time those local authorities are not always willing to manage and maintain that infrastructure. Residents in the developments (as well as the developers) are concerned about the maintenance and management standards that may be provided by the local authorities when those authorities take over those maintenance and management responsibilities (after the developer leaves the development site). Community title can address these concerns.

Developers and local authorities can pass the responsibility of managing and maintaining infrastructure to the body corporate.   One example of growth for infrastructure is decentralised water.  The owners in the body corporate can then raise funds to maintain and operate the infrastructure to the level desired by the community.
