The community management statement for a principal scheme has precedence over that of a subsidiary scheme (Body Corporate and Community Management Act Section 58).  Consequently, if there are conflicting by-laws (e.g. principal scheme by-laws prohibit pets and subsidiary scheme by-laws allow pets) then the principal scheme by-laws would prevail (i.e. pets are not allowed).
